Decision

In accordance with section 188 of the Building Act 2004, it has been determined that the exchange is part of a NUO system as per section 9(ac) of the Act, and therefore is not a building for the purposes of the Act and does not require a compliance schedule
under section 100 of the Act.

The authority’s decision has been reversed.
