Description

The matter to be determined is whether the authority correctly exercised its powers when it issued a building consent and a code compliance certificate for the complex. In taking this view, it must also be considered whether the elements that relate to the access and facilities for persons with disabilities to and within the complex comply with Clauses D1Access routes and G1Personal hygiene of the Building Code that were current at the time the building consent was issued.
