This determination arises from a decision by the authority to require the inclusion of a specified intended life of 15 years on a building consent for the addition of straw bale infill walls to a house. The authority's concerns appear to be compliance of the straw bale wall system with Clause B2 Durability. The matter to be determined is therefore whether the authority was correct in the exercise of its powers to require the inclusion of a specified intended life of 15 years as a condition of the building consent granted in respect of the proposed addition of straw bale infill walls.
