Description
This determination arises from the decision of the authority to refuse to issue a code compliance certificate for a 3-year-old addition to a house (the addition) because it was not satisfied that the building work complied with certain clauses of the Building Code.
The authority's concerns relate to the ongoing durability of the fibre-cement sheets making up the cladding, due to the length of time the sheets were exposed to the weather before the final paint coatings were applied.
In my view the durability of the fibre-cement sheets cannot be considered just in terms of the effects of its exposure to date, but also in respect of its ongoing performance as part of the building envelope. The performance of the building envelope will have a direct bearing on the expected durability of the fibre-cement sheets. The matter to be determined is whether the cladding to the addition complies with Clauses B2 Durability and E2 External Moisture.
