The matter for determination is whether the interior wall surfaces of the service areas of the house require an impervious coating to achieve compliance with clause E3 Internal Moisture of the Building Code. By “the wall surfaces of the service areas” it is meant those surfaces in rooms or areas containing sanitary fixtures and sanitary appliances
The matter to be determined is also whether the elements that make up the building work comply with clause B2 Durability of the Building Code, taking into account the age of the building work.
