Description

The matter for determination is whether the territorial authority's decision to decline to issue a code compliance certificate for a 5-year-old house because it was not satisfied that the cladding systems as installed to the walls of the house complied with clauses B2 Durability and E2 External Moisture of the Building Code (First Schedule, Building Regulations 1992) is correct. Also, whether all the building elements installed in the house, apart from those items identified in paragraph 6.3.1 as requiring to be fixed, comply with clause B2 of the Building Code considering the time that has elapsed since the elements were constructed.
