The matter to be determined is whether the authority was correct to refuse to issue a code compliance certificate and to issue a limited certificate of acceptance. In making this decision, the following must be considered: 1-Whether the building as a whole complies with the remaining clauses of the Building Code other than those contained in the certificate of acceptance issued by the authority; 2-Whether the building elements comply with Building Code Clause B2 Durability, taking into account the age of the house.
