Description
This determination arises from the decision of the authority to refuse to issue a code compliance certificate and to issue a notice to fix for alterations to a house because it was not satisfied that the building work complied with certain clauses of the Building Code. The authority concerns are limited to the weathertightness of the alterations. The matter to be determined is therefore whether the authority was correct in its decision to refuse to issue a code compliance certificate and to issue a notice to fix for the alterations. In deciding this matter, it must be considered whether the external claddings to the alterations (the claddings) comply with Clauses B2 Durability and E2 External Moisture of the Building Code. The claddings include the components of the systems (such as the wall cladding, the timber shutters, the roof membrane, and the flashings, as well as the way the components have been installed and work together, including at the junctions with adjacent components of the existing house.
