This determination arises from the decision of the territorial authority to refuse to issue a code compliance certificate for a 4-year-old house because it is not satisfied that it complies with Clauses B2 'Durability' and E2 'External Moisture' of the Building Code. The matters for determination are therefore whether: (a) the monolithic cladding as installed on the upper level of the house  complies with Clauses E2 and B2 of the Building Code; (b) the timber wall framing in the house complies with clause B2 of the Building Code.
