The matter for determination is whether the interior wall surfaces of the service areas of the house require an impervious coating to achieve compliance with clause E3 Internal Moisture of the Building Code. By “the wall surfaces of the service areas” it is meant those surfaces in rooms or areas containing sanitary fixtures and sanitary appliances
