Description

This dispute for determination was whether the territorial authority's decision to decline to issue a code compliance certificate for the 2-year-old buildings because it was not satisfied that the earth brick walls of the buildings complied with clauses B2 Durability, E2 External Moisture and E3 Internal Moisture of the Building Code was correct.

The questions to be determined were:
