The matter for determination is the territorial authoritys decision to refuse to issue a code compliance certificate and instead issue a notice to fix in respect of 9-year-old alterations to a house because it was not satisfied that: certain elements of the building complied with clauses F2 Hazardous building materials, F4 Safety from falling and F7 Warning systems, the monolithic cladding to the walls of the house complied with clauses B2 Durability and E2 External Moisture, and other elements of the building complied with clause B2.
