2013/069: Regarding the refusal to issue a code compliance certificate for a new medical centre because of the height of the door handles.

The application for this determination arose from the construction of a new medical centre with door handles set at 1400mm above floor level.
The authority was of the view that the door handles did not comply with Clause D1 of the Building Code and accordingly refused to issue the code compliance certificate.
The matter to be determined was therefore whether the authority was correct to refuse to issue the code compliance certificate.
