This second determination arose because the authority was not satisfied that the existing and proposed pebble beds comply with certain clauses of the Building Code.

The matter to be determined was therefore whether the existing pebble beds and the proposed alterations to the existing channel drain would comply with the relevant clauses of the Building Code; namely Clause D1 Access Routes, Clause E2 External Moisture and Clause B2 Durability.
