This determination arises from the decision of the territorial authority to refuse to issue a code compliance certificate for a 11-year-old house because it is not satisfied that the building work complies with Clauses B2 'Durability' and E2 'External Moistures' of the Building Code (Schedule 1, Building Regulations 1992).
