Description

The matter for determination is whether the territorial authority's decision to decline to issue a code compliance certificate for a 4-year-old house is correct. The territorial authority declined the application because it was not satisfied that the monolithic cladding as installed to the walls of the house complied with clause B2 'Durability' and clause E2 'External Moisture' of the Building Code. By 'the monolithic cladding as installed' it is meant the components of the system (such as the backing materials, the flashings, the joints and the plaster and coatings) as well as the way the components have been installed and work together.
