The matter for determination is whether the territorial authority's decisions are correct, with respect to whether the cladding as installed on the building complies with clauses B2 Durability and E2 External Moisture of the Building Code. Also, a building consent is required for the re-cladding work, i.e. that the work does not come within the Schedule 1 paragraph (a) exemption.
