The matter before the Authority is the adequacy of a re-cladding proposal.

The Authority takes the view that it is being asked in effect to determine whether the recladding proposal complies with clause E2 “External moisture” (and consequentially clauses B1 “Structure” and B2 “Durability”) of the building code (the First Schedule to the Building Regulations 1992).
